Mental Health Clinic
 
 
 
 

While executing the health care reform, the municipality of the city of Vilnius founded the Mental Health Center (hereinafter referred to as the MHC) in the Public institution Centro Poliklinika on 17 November, 1997.

The Mental Health Clinic aims at executing mental health care and mental diseases prevention in the city of Vilnius.

The mission of the Mental Health Clinic is increasing of the possibilities of the mentally diseased patients to integrate into the society and to seek for their destigmatisation.
   The vision of the Mental Health Clinic is to render the medical and social services of the highest quality, to execute the psychosocial rehabilitation of the mentally diseased patients.

The Mental Health Clinic of the polyclinic Centro Poliklinika performs the following main functions:

* Renders the medical aid in case of acute psychical disorders.

* Executes the outpatient mental health care.

* Renders services for the persons, who are faced to the spiritual crisis, in case of the threat of committing a suicide or after the attempt to commit a suicide.

* Renders psychological aid to the families of the persons with mental disorders;

* Together with the social guardianship and wardship organizations renders social aid to the mentally diseased persons, participates in their rehabilitation and abilitation.

* Renders the first medical and emergent narcological aid.

* Executes preventive and enlightening activity in the community.

The services in the Mental Health Clinic of the Public institution Centro Poliklinika are rendered by:

the doctor mental physician,
who renders services in the mental health sphere, takes care and prescribes the medicamental treatment for the mentally diseased people, provides the aid in case of the occurred crisis or stress (in case of the unhappy accident, loss, family conflict).

Dependency mental physician
provides the aid to the people, who wish to get rid of the harmful habits (the people, who consume alcohol, toxic substances  and  drugs), prescribes the medicamental treatment.

Dependency diseases mental physician Edita Bugaite renders services for the dwellers, who are attributed to the branches of the polyclinic Centro Poliklinika.

The people, who are attributed to the branches of the polyclinic Centro Poliklinika, are attended free of charge, the others – according to the established payment order

Children and teenagers mental physician (psychiatrist)
The children and teenagers mental physicians render their services to the children and teenagers up to 18 years of age, attributed to the branches of the polyclinic Centro Poliklinika. The specialists consult the children and their family members in case of the behaviour and emotional problems, in case of difficulties at school, in the kindergarten and while communicating with the children/teenagers of the same age. The parents or guardians, who wish to choose the other physician, agree this item with the chosen doctor and issue the application.
The patients with mental disorders, mood derangement (depression) and with neurotic, stress and behaviour disorders, etc. are accepted.

Psychologists
The psychologists of the Mental Health Center of the polyclinic Centro Poliklinika consult the patients, attributed to the polyclinic Centro Poliklinika. The doctor mental physician refers the patients to psychologists. The psychologist performs the psychological diagnostics and renders the psychological consultation.

Social workers
Social workers are the specialists, whose activity is aimed at strengthening of the capabilities of the person, who has addressed the health care institution or who is treated in it, to assimilate with the society, to renew his/her relations with the community, to assist him/her in integration into the society and to induce the person’s full-blooded social life.

Social workers:

* assess the patient’s social situation;
* render the information and consult the clients about the laws regarding the social guarantees and privileges;
* assist in putting the guardianship, wardship, service rendering at home, the pension receipt documents in order;
* inform and consult the patient’s close relatives;
* assist in putting the documents, referring the patient to in-patient social guardianship institution, in order;
* arrange the occupational therapy.

Mental health nurses

Work in the team together with the doctor mental physician and the social worker. The nurse renders the following services;
- explains the assignment of the medicines to the patient;
- works with the patients and their close relatives;
- arranges the outpatient treatment and placing into the in-patient department in case of the acute attack.

 
  The order of rendering of the payable personal health care service and the payment order in the Mental Health Clinic of the Public institution Centro Poliklinika:

1.The services, the costs of which are not indemnified from the budget of the Compulsory health insurance fund, are attributed to the payable personal health care services, which are rendered at the Mental Health Center (hereinafter referred to as the “Center”) of the Public institution Centro Poliklinika.

2.The payable personal health care services (hereinafter referred to as the payable services), which are rendered at the Center, are paid by:
    2.1 the patients themselves or by the other natural persons or bodies corporate, who pay instead of these patients;
    2.2 the voluntary health insurance institutions.

3. The emergent medical aid services, the list of which is approved by the order of the LR Minister of Health, cannot be attributed to the payable services.

4.The list of payable services and the prices of these services are approved by the order of the Ministry of Health.

5.The other health care services, which are not specified in the list of payable services and which are not attributed to the emergent medical aid services, are paid by the patients themselves or by the other natural persons or bodies corporate, who pay instead of these patients, or by the voluntary insurance institutions, when
    5.1 the patient, who is not insured with the compulsory health insurance, has addressed the Center regarding rendering of the services;
    5.2 additional services are rendered at the patient"s request. The additional services are the services, which are selected by the patient and which are not related with treatment of the main (diagnosed) disease, belong to the other accompanying disease and can be rendered only after having received the permission of the Center"s doctor in charge of treatment of the patient.
    5.3 The services are rendered in the Center for foreign citizens, if no other order of payment for the health care services is indicated in the international agreements.

   
6. The money, received for the payable services, rendered by the Center, are accounted at the special funds account.

7. The number of the bill and the amount of money, paid by the patient, are entered into the outpatient card (f 025 /a). If the amount of money, paid by the patient, is larger than the due amount for the rendered services, the difference should be returned to the patient by issuing the cash expenditure order. The cash expenditure order should contain the recipient’s surname, passport number and address.

8. Sekking for planning and employment of the received funds, the bookkeeping department issues special estimates of expenditures for the funds income and expenditures.
